[origin: EP3623257A1] Provided are: a constraint management unit that manages a constraint condition defined for each vehicle yard and a facility condition defined for each time and/or route; a vehicle candidate extraction unit that searches for a vehicle that is allocable to a train in a train diagram so as to satisfy the constraint condition and the facility condition and to be capable of transporting the given number of passengers with demand to extract a candidate of a vehicle to be allocated to the train; and an influence determination unit that calculates operation cost based on influence degrees which is degrees of influence on a shunting plan, a crew plan, and a work plan, for the extracted candidate.
