The method includes: receiving, by user equipment, at least two broadcast channels, where each broadcast channel includes a reference signal and broadcast information; and determining, by the user equipment based on the reference signals of each of the two broadcast channels, whether broadcast information included in the two broadcast channels is the same. According to the method and device in this application, a terminal device may directly determine whether the broadcast information included in the two broadcast channels is the same by using the reference signals.
