[origin: KR20190032167A] The present disclosure relates to a communication technique for fusing a 5G communication system with an IoT technology to support a higher data transmission rate than that of a 4G system, and a system thereof. The present disclosure can be applied to an intelligent service (for example, smart home, smart building, smart city, smart car or connected car, healthcare, digital education, retail business, security- and safety-related services, etc.) based on a 5G communication system and an IoT-related technology. Disclosed in the present invention are a method and an apparatus for reestablishing a packet data convergence protocol (PDCP) device for a header compression protocol, and a method and an apparatus for activating uplink semi-permanent scheduling.
