[origin: EP3806227A1] The present invention is provided with a charging rate detection unit that, on the basis of information about characteristics of a storage battery and a physical quantity measured by a measurement unit, detects a charging rate of the storage battery, an error detection unit that detects a detection error of the charging rate, and a charging rate control unit that controls the charging rate of the storage battery. The error detection unit is configured to detect, in real time, an error of the charging rate of the storage battery detected by the charging rate detection unit. The charging rate detection unit is configured to switch, on the basis of the error of the charging rate detected by the error detection unit, the charging rate detection method for detecting the charging rate of the storage battery to another charging rate detection method where necessary, so as to ameliorate the error. The charging rate control unit is configured to transmit, to a host control device, a charging/discharging command for providing instructions on charging or discharging of the storage battery, in accordance with a result of detection by the error detection unit.
