The manager obtains a change drive (20A) characterizing a need to change a phase of the traffic light(s) and a maintain drive (20B) characterizing a need to maintain the phase. The manager generates a change evaluation metric (24A) and a maintain evaluation metric (24B) as a function of the change drive (20A) and the maintain drive (20B), respectively. The change 10 evaluation metric (24A) indicates an importance of changing the phase for satisfying the change drive (20A) and the maintain evaluation metric (24B) indicates an importance of maintaining the phase for satisfying the maintain drive (20B).
