Device (1) characterized in that it comprises a fluid management block (17) bringing together valves (12 to 15) fluidically connected to the second internal tube and in that said hollow body (6) with the first and second tubes (7), the functional fluid management block (17) and the means (11) for actuating the second tube form together a structural unit rigidly secured to or in the tank (5).
