A light irradiation device comprises: a first light source which emits first light in a visible light wavelength band; and a second light source which emits second light in a wavelength band of which at least a part differs from the wavelength band of the first light source and promotes synthesis of a functional substance in a light irradiated target, wherein the second light includes light of an ultraviolet B wavelength band.
