[origin: WO2020117796A1] Systems, methods, and devices provide for congestion control across different PLMNs. An SMF processes a NAS session management (SM) request message from a UE. The NAS SM request message is associated with a S-NSSAI. In response to determining that the S-NSSAI is congested, the SMF generates a NAS SM response message for the UE. The NAS SM response message includes an indication of a PLMN and an SM back-off time value corresponding to the S-NSSAI. The UE decodes the NAS SM response message and associates the SM back-off time value for use with the PLMN. The UE waits (backs-off) until the SM back-off time is stopped or expires before initiating a session management procedure for the S-NSSAI in the indicated PLMN. However, if the UE selects another PLMN not included in the indicated list of PLMNs, the UE need not back-off and can initiate SM procedures for the S-NSSAI.
