[origin: WO2020119903A1] A GC server initiates the activation of a multicast bearer (e.g., MBMS bearer) in a certain area as soon as a congestion indication is received for the area, and sets-up GC calls in confirmed mode during the time period required for activating the multicast bearer. When the multicast bearer becomes available, the GC server may notify GC clients in the area that the multicast bearer is available and use the multicast bearer to transmit call data.
