The invention provides a method and system for optimizing ad-hoc provision of capacity in a mobile communications network, the network comprising a capacity management system and an incentive management system, wherein the capacity management system comprises: load requirements prediction means, a supplier registration sub-system, capacity gap prediction means, and load matching means, and wherein the incentive management system comprises: an incentive registration sub-system, an offer uptake monitoring sub-system, and offer request generation means.
