[origin: EP4098582A1] To provide a pouch container packaging body and a pouch container package with which a container body can be more reliably opened. A pouch container packaging body (A1) includes a container body (1) including a top sheet (12) covering the container body at a top side and a spout (2) fixed to an outer surface of the top sheet (12) and including a dispensing space (21) extending in an axial direction. The spout (2) includes a fixed portion (3) fixed to the top sheet (12), a rotating portion (4) configured to rotate relative to the fixed portion (3), and a cutting portion (410) configured to cut the top sheet (12). The top sheet (12) includes a flat portion (125) that is flat in a state where the fixed portion (3) is fixed. The cutting portion (410) is positioned away from the flat portion (125) in an initial state and moves while rotating in a direction from an external surface to an internal surface of the flat portion (125) in response to rotation of the rotating portion (4), and cuts the flat portion (125).
