A communication method and apparatus are provided. The method includes: In an inter-RAT handover scenario, after a terminal device fails to hand over in a process of attempting to hand over from a source network device to a target network device, the terminal device may generate and send a first report to a first network device, where the first report includes a container that includes at least one piece of information related to the handover failure, and the container uses a coding format corresponding to a communication standard of the source network device. Because the information that is recorded by the terminal device and that is related to the handover failure is sent to the source network device, the coding format used by the container that includes the information related to the handover failure and that is included in the first report is consistent with the communication standard of the source network device, so that after receiving the container, the source network device can conveniently and quickly parse out the information that is related to the handover failure and that is included in the container. Therefore, implementation complexity of the source network device is effectively reduced, and network operation efficiency is improved.
