[origin: WO2022117036A1] Embodiments of the present invention relate to the technical field of video or image compression, and provide a quantization parameter (QP) decoding method and device. The method comprises: determining the current rectangular area to which the current CU belongs, the current rectangular area being one of a plurality of rectangular areas comprised by a CTU to be decoded, and the plurality of rectangular areas all satisfying a preset condition; determining a target context model according to the number of luminance QP difference values decoded in the current rectangular area; decoding a code stream according to the target context model to obtain a target binary symbol, the target binary symbol being used for indicating whether the luminance QP difference value of the current CU is 0, and the target binary symbol being one of the binary symbols of the luminance QP difference value of the current CU; determining the luminance QP difference value of the current CU according to the target binary symbol; and obtaining a luminance QP of the current CU according to the luminance QP difference value of the current CU and a luminance QP prediction value of the current CU. According to the embodiments of the present invention, the bit overhead of the luminance QP difference value in the code stream can be effectively saved, and the coding efficiency can be improved.
