Some embodiments of this application provide a resource scheduling method and an electronic device, and relate to the field of power electronic technology, and can reduce energy consumption of the electronic device while smoothly meeting user requirements. The method includes: receiving a first operation of a user, where the first operation is intended to change a focused window into a first window, and the first window corresponds to a first process; obtaining process information of the first process as well as first information; determining a user scenario of the electronic device based on the process information and the first information; obtaining a system load; obtaining a first scheduling policy based on the system load and the user scenario, where the first scheduling policy includes an OS scheduling policy and a CPU power consumption scheduling policy; adjusting a process priority and an input/output I/O priority of the first process based on the OS scheduling policy; and adjusting power consumption of the CPU based on the CPU power consumption scheduling policy.
