Further, the techniques include performing an agreement contract such that network-based communications are allowed or not allowed in the network communication layer before the network communications arrive at the device. The techniques described herein do not simply allow a device to communicate with any other device over a network, but include establishing agreements for network-based communications, soliciting the agreements at one or more points during the communication to make informed decisions on network-based traffic.
