[0001] The present invention is related to a parking payment and control system according
to the preamble of the claim 1 for payment of a parking fee by a terminal device of
a telenetwork and for control of parking.
[0002] Chargeable parking squares and houses are available almost without exception in all
inhabited regions. Previously known are also various systems for collecting the fees
for a usage of the same. The most common systems operated today probably comprise
coin meters and occupied payment booths. Relating to a vehicle parking previously
are known.
- Stationary payment automates, into which the payer pays the fee indicated by the automate
using money or credit card; a disadvantage of the stationary payment automates is
expensiveness, small amount and sparse network, whereupon the user must search for
them, walk and return from the automate and use thus excessive time and efforts for
executing the payment.
- Meters placed in cars or portable ones, functioning repeatable by operating or intelligent
cards, from which the loaded money amount is reduced along with the use. Though a
meter placed in car is easy to use in the payment procedure, significant weaknesses
is following this attaining of easiness: the acquisition price of the meter is costly
and the loading network of payment cards used in it is sparse, whereupon the user
must use excessively time and money in order to attain this easiness for the payment
procedure.
- Parking tickets to be bought beforehand and scratched upon the commissioning have
as a good characteristic relatively easy usability, but as a disadvantage poor availability
when needed, which means that the user must be prepared in advance for the parking
taking place in future.
[0003] In prior art is also known a parking system accordig to
publication WO-9320539, where the above disadvantages are tried to avoid, but new disadvantages arise. The
publication WO-9320539 describes a parking system, where the real-time control of the payments of parking
fees is based on counting all possible parking squares and assigning an individual
number to each parking square. Dedicated codes are also needed for the vehicle as
well as the vehicle driver. As a general city parking system the method described
in
publication WO-9320539 needs heavy investments and maintaining the extensive numbering system of all parking
squares will also rise difficulties.
[0004] Concerning the payment method the
publication WO-9411849 describes a method for carrying out financial transactions by means of a mobile telephone
system. However, the method described cannot be used as a parking payment system,
because it does not contain any means for controlling in real-time whether the parking
fee has been paid or not.
[0005] WO 96/27170 describes the idea of use the mobile telephone for activating parking fee and, moreover
to use the control means for rechecking the payment of the parking fee. In one embodiment
this is done by waiting the authentication code of the vehicle by control means and
sending the same to the service unit to obtain the needed information. There is no
other means to activate the parking fee than to use the mobile or fixed phone and
to dial or otherwise give the necessary information to the service unit.
WO 96/27170 does not mention that the activation could be done with the aid of identification
code of the vehicle. Also there is no mention that said user identification could
be provided with the information of the cell (of the mobile network), from whose area
the parking fee has been firstly activated within a certain predetermined time period
in order to prevent that the parking time of an already parked is not continued far
from the vehicle.
[0006] WO 96/11453 describes the idea to use the mobile telephone for activating parking fee and, moreover
to use a parking account which is opened in the service unit of the system. The user
communicates its parkings to the account and the system keeps control of the account
using the controlling means specific to the system.
[0007] A common drawback of prior art parking payment systems is therefore, that the user
must in one way or another be ready beforehand, i.e. he must have coins or a credit,
operating or intelligent card or scratchable tickets for the future parking or he
must try to find parking space in an area provided with manual collection of fares
or a stationary automate.
[0008] The primary object of the present invention is to reduce the disadvantages of the
prior art parking systems and to provide a novel parking payment and control system,
applicable as a general city parking system, which does not require that the user
is provided in advance for parking to a chargeable parking place, house etc. with
certain means of payment, as money, an operating or intelligent card or a scratchable
ticket, but by which system the parking fee payment can be activated either for a
desired or predetermined maximum length of time immediately and directly at the outset
of the parking and in which system the necessary control functions are also made possible.
[0009] This object has been achieved by the parking payment and control system according
to the invention. The characteristics peculiar to the system according to the invention
have been described in the enclosed protection claim 1.
[0010] The invention is therefore based on the ingenious basic perception:
- that the parking payment activation means comprises a teleterminal device signalling
to the telenetwork the user identification, or by which it can be given to the network
a user identification or a secret code, as e.g. a mobile station or a telecommunication
connection capable for Dual Tone Multi-Frequency (DTMF)-signalling, and
- that the service transmitter has been coupled to the network serving as a virtual
remote teller terminal from the user's point of view and registering the parking fees
activated by the users based on events to the user registers, therefrom the events
are transferred with certain intervals for the disposal of the party offering the
chargeable parking space, as a city or a parking house, and for invoicing from the
users, eg. by separate bills or in connection with the telephone invoices.
[0011] According to the invention for the checking of the parking fee payment that there
is in the user's vehicle an identification means indicating the use of the system,
as e.g. an identification sticker, sign, bar code sticker or visually invisible and
remote-readable escort memory means, by which the parking supervisor can perform the
checking inquiry for the parking fee in vehicle-related way.
[0012] The advantages of the present invention include for instance, that the user will
not be obliged to have in advance a payment means, as money, operating or intelligent
card or a scratchable ticket, for the parking to a chargeable parking place, house
etc., that the parking fee payment can be activated either for the length of the desired
or predetermined maximum time immediately and directly at the outset of the parking,
that the user can limit the parking fee at the end of the parking to concern only
the used parking time, that the parking can thanks to the invention be made as creditable
for the user and to be invoiced with certain intervals, that the user can also receive
afterwards a specification for his parkings, and that the parking fees accrued for
the offerer of the chargeable parking space, as the city, can simply be revenued and
also very specifically, if needed.
[0013] The invention will be explained in the following by some preferred adaptations with
reference to the accompanying drawing, which shows schematically the parking fee system
according to the invention.
[0014] The drawing shows that according to the invention the activation means for the parking
fee comprises a mobile station, which is in connection through a base station with
limited cover area with the cellular phone exchange, Mobile services Switching Centre
(MSC), transmitting the connections in a mobile station network and from it to other
telenetworks and vice versa, whereby the mobile station network, e.g. an identification
centre, Authentication Centre (AUC) or Authentication Register (AR), Home Location
Register (HLR) or Visitor Location Register (VLR), identifies the user, i.e.the A-subscriber,
and to the mobile station network is signalled together with the A-subscriber's extension
number and the selection, i.e. B-number, or the command sign string an unequivocal
identification message, as:
- International Mobile Subscriber Identity (IMSI), consisting of the mobile station
subscriber's national code, National Mobile Subscriber Identity (NMSI) and the Mobile
Country Code (MCC), by which the mobile station subscriber is identified,
- Mobile Subscriber Identification Number (MSIN), by which the mobile station subscriber
can be identified in the operating area of the mobile station network,
- Temporary Mobile Subscriber Identity code (TMSI), comprising an occasional code for
the identification of the subscriber and addressed by the visitor register (VLR) to
the mobile station subscriber,
- International Mobile Station Equipment Identity (IMEI) code, by which the mobile station
can be identified,
whereby the A-subscriber number and the identification code of the A-subscriber and/or
the A-subscriber's mobile station form the so-called A-subscriber identity. When there
is a need to certify, that the parking time of an already parked vehicle is not continued
far from the vehicle, it is possible to prevent this by connecting to the A-subscriber
identity the information of the cell, from whose area the parking fee has been firstly
activated within a certain predetermined time period.
[0015] In this connection it is recommendable at least concerning the mobile station networks
to emphasise, that the invoicing registers are usually created in cellular phone exchanges
(MSC), and when the so-called intelligent network (IN) architecture is in use, that
routing of the above-mentioned selections, particularly those requiring the IN-support,
takes place through one or several IN-Service Switching Points (SSP) of the intelligent
network (IN), to which the cellular phone exchanges MSC have connection. It should
also be observed that there is no hindrance to the arrangement, that all cellular
phone exchanges (MSC) of at least digital mobile station systems, as GSM serve as
SSP. It can also be stated that this SSP can function in the telenetwork also as a
router to the systems associated with the telenetwork or be in a data transfer connection
with them, as for example with a customer serving system, Interactive Voice Response
System (APJ), comprising usually a voice application computer CVAP (Central Voice
Application Platform).
[0016] In this connection it is further advisable to underline, that a mobile station is
not at all the only possible means for activation of the parking payment by the parking
payment system according to the invention. As a payment activation means it can also
be used terminal devices of other telenetworks, as stationary wire networks, or the
ones of wireless networks capable for Dual Tone Multi-Frequency (DTMF) -signalling.
In this case it should however be observed that though in the connection of the A-subscriber
call there is signalled in the network the A-number, any information unequivocally
identifying the user is not automatically signalled in the network, wherefore and
when such terminal devices are used, the parking payment system according to the invention
communicates with the user and asks him to introduce the user-related identification
information, as for example a secret code. When there is a need to certify, that the
parking time of an already parked vehicle is not continued far from the vehicle, it
is possible to signal in the connection of the user-related secret code the A-number
of the extension, from which the parking payment has firstly within a certain predetermined
time period been activated, which secret code and A-number have been predetermined
in the parking payment system according to the invention to be in connection with
each other.
[0017] The service transmitter is situated according to the invention in the Public Telephone
Exchange (PTX) in the node of the Public Switched Telecommunications Network (PSTN)
or in the Mobile services Switching Centre (MSC) in the node of Mobile Communications
Network (MCN) or it is switched to this centre through a connection network and a
protocol or the service transmitter comprises a customer serving system or APJ, consisting
of the voice application computer CVAP (Central Voice Application Platform), by which
communication, steering, control and realisation functions associated with the services
are performed, or an Intelligent Network (IN). To the above-mentioned Intelligent
Network belong, for instance according to the IN Conceptual Model defined by International
Telegraph and Telephone Consultative Committee (CCITT):
- Service Switching Point (SSP) through which a part is connected to the intelligent
network or to the common telenetwork PSTN or MCN,
- Service Control Point (SCP) comprising the logic associated with the service control
or service control functions and to which it is usually connected the Service Data
Function (SDF) comprising among other things the customer and network data needed
in the services,
- Service Management System (SMS) comprising the control and creation functions of the
services,
- intelligent peripheral device or computer (IP).
[0018] Functionally SSP comprises a part of the network centre (PTX or MSC) or is integrated
to it and SSP identifies the IN-need and transmits the request for the IN-need to
other IN-components. SSP includes also the Service Switching Function (SSF) and the
Call Control Agent Function (CCAF) associated with the selection of the A-subscriber.
Service Control Point (SCP) controls functionally the realisation of the IN-services
by giving commands for other functions, for instance Service Switching Function (SSF),
Call Control Agent Function (CCAF), Special Resource Function (SRF) and the Service
Data Function (SDF), in the manner implied by the service. Service Management System
(SMS) includes the Service Management Point (SMP), the Service Creation Enviroment
Point (SCEP), including further the Service Creation Environment Function (SCEF) for
defining and developing and testing of services, and the Service Management Function
(SMF), by which the offering and realisation of services is controlled. The intelligent
peripheral device or computer (IP) comprises Special Resource Functions (SRF), by
which for instance voice notices, voice identification and voice handling are performed.
[0019] To the system according to the invention belongs further an identification means
to be placed visibly to the vehicle at least in the parking situation, comprising
the identification message desired by the party offering the chargeable parking space
in visible or readable form, concerning the user's role as the user of the parking
payment system and to enable the performance of the payment control or request. As
a user identification can be used:
- number or sign series to be distributed to the public through different distribution
channels, as booths or gas stations, whereby it is possible to check paid payments
in the payment control, where a usual mobile station can function as the control device,
by entering the number or sign series in question to the parking payment system according
to the invention, whereat the controller receives as a response of the entry a message
to the control device indicating, whether the user has paid the parking fee or not,
- an identification logo, whereby the vehicle's register number or its part serves as
the user identification and the payments paid can be checked by the control device,
e.g. a mobile station, in the payment control for example by introducing the vehicle's
register number or correspondingly its part to the parking payment system according
to the invention, whereby the controller receives as a response of the entry to the
control device a message indicating, whether the user has paid the parking payment
or not,
- as a bar code, and by the bar code reader an inquiry is activated to the parking payment
system according to the invention and as a response of the inquiry the controller
receives a notice indicating, whether the user has paid the parking payment or not.
- or a visually invisible remote-readable escort memory, by which an inquiry can be
activated by remote-reading to the parking payment system according to the invention,
whereby as the response of the inquiry the controller receives a notice indicating,
whether the user in question has paid the parking fee or not,
[0020] When the A-subscriber joins as the user of the parking payment system according to
the invention, the A-subscriber dials a selection to the service number according
to the invention by the mobile station used by him for the paying of the parking payments
in the future, whereby to the parking payment system is signalled together with the
extension number of the A-subscriber an unequivocal identification message, as:
- International Mobile Subscriber Identity (IMSI), consisting of the mobile station
subscriber's national code, National Mobile Subscriber Identity (NMSI) and the Mobile
Country Code (MCC), by which the mobile station subscriber is identified,
- Mobile Subscriber Identification Number (MSIN), by which the mobile station subscriber
can be identified in the operating area of the mobile station network,
- Temporary Mobile Subscriber Identity code (TMSI), comprising an occasional code for
the identification of the subscriber and addressed by the visitor register (VLR) to
the mobile station subscriber for identification of the ssubscriber
- International Mobile Station Equipment Identity (IMEI) code, by which the mobile station
can be identified,
[0021] whereby the A-subscriber number and the identification code of the A-subscriber and/or
the A-subscriber's mobile station form the so-called A-subscriber identity. If the
person desiring to become a user has not a mobile station at his or her disposal and
he or she wants to join as the user of the parking payment system according to the
invention, he takes connection from any tele subscription to the service number of
the parking payment system according to the invention, because when the parking payment
system does not get unequivocal identification information, a connection takes place
with the community maintaining the parking payment system, whereby the identity of
the person desiring to become a user and the tele extension number at his disposal
are certified and to the user it is given an individual secret code always to be bestowed
in connection with the activation of the parking payment, whereby this secret code
is given with the A-subscriber's tele subscription number selected in connection with
the activation of the parking payment, so that the secret code and the selected A-subscribers
tele subscription number function in connection with the activation of the parking
payment as the A-subscriber identity identifying the user.
[0022] As response to the A-subscriber identity the parking payment and control system according
to the invention creates a user-related A-Subscriber Register (ASR) corresponding
the A-subscriber identity in the intelligent peripheral-center belonging to the said
system and/or in the data base SDF (Service Data Function) and/or in the DB (Data
Base), wich databases are situated in the Central Voice Application Platform (CVAP)
or are in data communication with it, into which register the parking payment system
according to the invention records further on the user's parkings.
[0023] After the A-subscriber register (ASR) has been created, the parking system according
to the invention connects as an inquiry and/or payment control key for the ASR-register
a user identification comprising:
- the above-mentioned number or sign series given by the user to the parking system
according to the invention or the register number(s) of the vehicle(s) or its or their
parts, when the user has several vehicles, whereby it is preferable to record them
under the number selection 1, 2, 3 ... for easiness of use,
- response data of the bar code or the remote-readable escort memory introduced by the
community maintaining the parking system according to the invention, e.g. as the teleoperator.
[0024] After the creation of the ASR-register and its inquiry and/or payment control key
the parking payment and control system according to the invention is completed. When
the user dials the predetermined selection to the network centre (PTX or MSC), the
user is either identified automatically by the telenetwork or identifies himself by
giving the secret code, when requested.
[0025] The communication system takes care of the signalling associated with the connection,
comprising the signalling according to for example the standard SS7, TUO, ISUP, TCP-IP,
X-400, X-500, X-25 or similar protocol in the connection between the IP-centre/ interactive
voice response system (APJ) and the network centre (PTX or MSC). The said communication
protocols are well-known standards in the telecommunication field and are explained
e.g. in the CCITT series Q and series X recommendations.
[0026] The predetermined selection comprises a number sequence, which can be divided in
numeric sub-groups R, A, B, C, and D. Appropriate meanings can be given to these sub-groups,
e.g. as follows:
- R means the connection or identification number of the parking payment system, having
the length of 3-5 numbers, e.g. 153,
- A means the starting/ending code of the parking and is correspondingly either 1 or
0,
- B means the code of the city, community etc. offering the parking space or area, with
the length of 1-3 characters, e.g. 01,
- C means the code of the price group of the parking space with the length of 1-2 characters,
which is not needed to be introduced, if the parking space or area is equal everywhere,
e.g. 1,
- D means the parking time with the length of 1-2 characters, which is not needed to
be introduced, whereby neglecting the introduction means, that the parking payment
system enters the payment to concern automatically the maximum parking time, but for
example the selection 1, 2, 3 or 4 means correspondingly 1, 2, 3 or 4 hour's parking
time.
[0027] The predetermined selection consists advantageously of the number sequence in the
form RABCD or the same number sequence between asterisks in the form *RABCD*. The
selection *RABCD*, which is used preferably in connection with the IN-realisation,
has as the consequence instead of the call an activation function and the parking
payment system confirms the payment as a brief message communication to the A-mobile
station, but when the user dials the selection RABCD, which is preferably used in
connection with the APJ-realisation, the consequence of the selection comprises a
call, whereby the user communicates with the parking payment system and gets a confirmation
for the payment registration from it, when the call is heard as a voice.
[0028] In this connection it is advisable to emphasise, that the parking system according
to the invention certifies also before the payment registration that the user is entitled
to use the system. If there is not right for usage, the system gives a notice either
as a brief message communication or as a voice, that it has not been possible to register
the payment. When the user wants to stop the parking before the ending of the maximum
parking time according to the assumption value or the selected parking time, he dials
the predetermined parking interruption selection R0.
[0029] According to the description above for instance in Helsinki in the first payment
zone a parking of one hour can be activated by the teleterminal device for example
by selecting either * 153101111 * or 15310111 and the same parking can be activated
e.g. after 15 minute - 1/2 hour parking to end for instance by selecting either *1530*
or 1530, whereby only the actual parking time of 15 minutes -1/2 hour is recorded
to the ASR-register.
[0030] The invention has been described above only by some preferred adaptations. It is
to be understood, that the purpose of this description is not to limit the scope of
the invention and as a person skilled in the art can understand, many modifications,
complementary additional features or alternative solutions are possible within the
scope defined in the accompanying protection claim.
1. Parking payment and control system for paying of the parking payment by a terminal
device of a telenetwork and for control of parking, wherein
- the teleterminal device used for paying the parking payment comprises either a mobile
station signalling to the mobile communications network (MCN) a user identification,
which is selected from the group consisting of the A-subscriber number and the identification
code of the A-subscriber and the A- subscriber's mobile station, forming the A-subscriber
identity, or a teleterminal device capable for Dual Tone Multi-Frequency (DTMF) -signalling,
which can give to the telenetwork (PSTN, MCN) as a user identification a secret code
forming the A-subscriber identity or being a part of it;
- to the telenetwork (PSTN, MCN) is switched a service transmitter (Intelligent Network
(IN) or Interactive Voice Response System (APJ)), having or to which is connected
a database (DB, SDF) and functioning as a virtual remote cash terminal and recording
the parking fees activated by the users to the database's user-related A-subscriber
registers (ASR) according to the subscriber identity; and characterized in that
- there is in the user's vehicle an identification means showing the operational status
of the system, which means are selected from the group consisting of an identification
sticker, sign, bar code sticker or a visually invisible and remote-readable escort
memory means, by which the user can activate the parking fee payment to the parking
automate the parking supervisor can make from the database (DB, SDF) a vehicle-related
certification inquiry of the parking payment.
2. Parking payment and control system according to claim 1, characterized in that it is ready for use after the creation of the service transmitters (Intelligent Network
(IN) or Interactive Voice Response System (APJ)), A-subscriber register and its inquiry
and/or payment control key.
3. Parking payment and control system according to claim 1 or 2, characterized in that in this parking system the user dials a predetermined selection to the network centre
(PTX or MSC), whereby the user is either identified by the telenetwork automatically
or he identifies himself by giving a secret code, if requested.
4. Parking payment and control system according to one or more of the claims 1, 2 and
3, characterized in that a communication system takes care of the signalling associated with the connection,
comprising in the connection between the Intelligent Peripheral centre (IP)/Interactive
Voice Response System (APJ) and the network centre (PTX or MSC) performed signalling
preferably known in itself and according to the standard SS7, TUP, ISUP, TCP-IP, X-400,
X-500, X-25 or similar protocol.
5. Parking payment and control system according to one or more of the claims 1, 2, 3,
and 4, characterized in that the predetermined selection consists either of a pure number sequence or the same
number sequence between asterisks (*) and that the said number sequence is divided
in numeric subgroups having appropriate meanings for transmitting information to the
parking payment system.
6. Parking payment and control system according to one or more of the claims 1, 2, 3,
4, and 5
characterized in that the predetermined selection is divided in numeric subgroups R, A, B, C and D, where:
- R means the connection or identification number of the parking payment system, having
the length of 3-5 numbers, e.g. 153,
- A means the starting/ending code of the parking and is preferably either 1 or 0,
- B means the code of the city, community etc. offering the parking space or area,
with the preferable length of 1-3 characters, e.g. 01,
- C means the code of the price group of the parking space with the preferable length
of 1-2 characters, which is not needed to be introduced, if the parking space or area
is equal everywhere, e.g. 1,
- D means the parking time with the preferable length of 1-2 characters, which is
not needed to be introduced, whereby neglecting the introduction means that the parking
payment system enters the payment to concern automatically the maximum parking time,
but for example the selection 1, 2, 3 or 4 means correspondingly 1, 2, 3 or 4 hour's
parking time.
7. Parking payment and control system according to one or more of the claims 1 - 6 characterized in that the predetermined selection takes preferably place in the form *RABCD* or RABCD,
whereby the selection *RABCD* is used in connection with the Intelligent Network (IN)
-realisation, resulting instead of a call to activation function, and the parking
payment system confirms the payment registration as a brief message communication
to the user's mobile station, and the selection RABCD is used by the Interactive Voice
response (APJ) -realisation, resulting to a call, in which the user communicates with
the parking payment system and receives from it the payment registration confirmation
during the call as a voice.
8. Parking payment and control system according to one or more of the claims 1 - 7 characterized in that the parking payment system confirms prior to the payment registration that the user
is entitled to use the system, and if no right exists, the system gives either as
a brief communication or as voice a notice, indicating that it has not been possible
to register the payment.
9. Parking payment and control system according to one or more of the claims 1 - 8 characterized in that in order to interrupt the parking before the maximum parking time according to the
assumption value or the selected parking time period has elapsed, a predetermined
parking interruption selection, e.g. R0, will be sent by the teleterminal device.
1. Parkgebührzahlungs- und steuersystem zum Leisten der Parkgebührzahlung durch ein Endgerät
eines Fernübertragungsnetzes und zum Steuern des Parkvorgangs, bei dem
- das zum Leisten der Parkgebührzahlung verwendete Endgerät entweder eine Mobilstation
aufweist, die dem mobilen Kommunikationsnetz (MCN) eine Benutzerkennung signalisiert,
die vorzugsweise aus der Gruppe einer Rufer-Teilnehmer-Nummer und eines Kennungscodes
des rufenden Teilnehmers und der Mobilstation des rufenden Teilnehmers, um eine Rufer-Teilnehmer
Identität zu bilden, ausgewählt ist, oder ein Endgerät für das Mehrfrequenzwahlverfahren
(DTMF) aufweist, das an das Fernübertragungsnetz (PSTN, MCN) als Benutzerkennung einen
Geheimcode geben kann, der die Rufer-Teilnehmer-Identität bildet oder ein Teil von
ihr ist;
- an das Fernübertragungsnetz (PSTN, MCN) ein Dienstsender (intelligentes Netzwerk
(IN) oder interaktives Sprachantwortsystem (APJ)) vermittelt wird, der eine Datenbank
(DB, SDF) enthält, oder an den eine Datenbank angeschlossen ist, und der als virtuelles
Fernkassenterminal arbeitet und die von den Benutzern aktivierten Parkgebühren in
benutzerbezogene Rufer-Teilnehmer-Registern (ASR) der Datenbank entsprechend der Teilnehmeridentität
aufzeichnet; und
dadurch gekennzeichnet, daß
- daß es in dem Fahrzeug des Benutzers eine Kennungseinrichtung gibt, die den Betriebsstatus
des Systems anzeigt und aus der Gruppe eines Kennungs-Stickers, eines Symbols, eines
Strichcode-Stickers oder einer nich sichtbaren und fernlesbaren Begleit-Speicher-einrichtung,
ausgewählt ist, mit deren Hilfe der Benutzer die Parkgebührzahlung an den Parkautomaten
mittels des Strichcodes oder der Begleit-Speichereinrichtungen aktivieren und der
Parküberwacher aus der Datenbank (DB, SDF) eine fahrzeugbezogene Zertifikationsermittlung
der Parkgebührzahlung bilden kann.
2. System nach Anspruch 1,
dadurch gekennzeichnet, daß
das System betriebsbereit ist nach der Erzeugung der Dienstsender (intelligentes Netzwerk
(IN) oder interaktives Sprachantwortsystem (APJ)), des Rufer-Teilnehmer-Registers
und dessen Ermittlungs- und/oder Zahlungs-Steuerschlüssel.
3. System nach Anspruch 1 oder 2,
dadurch gekennzeichnet, daß
der Benutzer in diesem Parksystem eine Wahleingabe für eine vorbestimmte Wahl an das
Netzwerkzentrum (PTX oder MSC) macht, wodurch der Benutzer entweder automatisch durch
das Fernübertragungsnetz identifiziert wird oder er sich selbst auf Anforderung durch
Angabe eines geheimen Codes identifiziert.
4. System nach einem oder mehreren der Ansprüche 1, 2 und 3,
dadurch gekennzeichnet, daß
ein Kommunikationssystem für die Signalisierung sorgt, die die Verbindung zwischen
dem intelligenten peripheren Zentrum (IP)/interaktiven Sprachantwortsystem (APJ) und
dem Netzwerkzentrum (PTX oder MSC) beinhaltet, wobei die Signalisierung vorzugsweise
als an sich bekannt und entsprechend der Norm SS7, TUP, ISUP, TCP-IP, X-400, X-500,
X-25 oder gemäß einem ähnlichen Protokoll augeführt ist.
5. System nach einem oder mehreren der Ansprüche 1, 2, 3 und 4,
dadurch gekennzeichnet, daß
die vorbestimmte Auswahl entweder aus einer reinen Ziffernfolge oder der gleichen
Ziffernfolge zwischen Sternchen (*) besteht, und daß die Ziffernfolge unterteilt wird
in numerische Untergruppen mit zugehörigen Bedeutungen für die Übertragung von Information
zu dem Parkgebührzahlsystem.
6. System nach einem oder mehreren der Ansprüche 1, 2, 3, 4 und 5,
dadurch gekennzeichnet, daß
die vorbestimmte Auswahl aufgeteilt wird in numerische Untergruppen R, A, B, C und
D, wobei:
- R die Verbindungs- oder Kennzahl des Parkgebührzahlsystems mit einer Länge von 3
- 5 Ziffern, z.B. 153, bedeutet,
- A den Anfangs/End-Code für das Parken bedeutet und vorzugsweise entweder 1 oder
0 ist,
- B den Code für die Stadt, die Gemeinde etc. bedeutet, die den Parkbereich oder Parkraum
anbietet, und vorzugsweise eine Länge von 1 - 3 Zeichen hat, z.B.n 01,
- C den Code der Preisgruppe für den Parkraum bedeutet und eine bevorzugte Länge von
1 - 2 Zeichen hat, und der nich eingeführt zu werden braucht, wenn der Parkraum oder
Parkplatz überall gleich ist, z.B. 1,
- D die Parkzeit bedeutet und vorzugsweise eine Länge von 1 - 2 Zeichen hat, und die
nicht notwendiger Weise einzuführen ist, wobei das Weglassen der Einführung bedeutet,
daß das Parkgebührzahlsystem automatisch die maximale Parkzeit ansetz, wobei aber
z.B. die Auswahl 1, 2, 3 oder 4 entsprechende Parkzeit in 1, 2, 3 bzw. 4 Stunden bedeutet.
7. System nach einem oder mehreren der Ansprüche 1 bis 6,
dadurch gekennzeichnet, daß
die vorbstimmte Auswahl vorzugsweise in der Form *RABCD* oder RABCD erfolgt, wobei
die Auswahl *RABCD* in Verbindung mit der Ausführung mit intelligentem Netzwerk (IN)
verwendet wird, was anstatt zu einem Ruf zu einer Aktivierungsfunktion führt, und
das Parkgebührzahlsystem die Zahlungsregistrierung als kurze Nachrichtenübermittlung
an die Mobilstation des Benutzers bestätigt, während die Auswahl RABCD in der Ausführung
mit interaktivem Sprachantwortsystem (APJ) erfolgt, was zu einem Anruf führt, bei
dem der Benutzer mit dem Parkgebührzahlsystem kommuniziert und von diesem die Bestätigung
über die Zahlungsregistrierung während des Anrufs stimmlich empfängt.
8. System nach einem oder mehreren der Ansprüche 1 bis 7,
dadurch gekennzeichnet, daß
das Parkgebührzahlsystem vor der Zahlungs-Registrierung bestätigt, daß der Benutzer
zur Benutzung des Systems berechtigt ist, und, wenn keine Berechtigung vorliegt, das
System entweder als kurze Nachrichtenübermittlung oder als Sprache eine Mitteilung
gibt, die anzeigt, daß es nicht möglich war, die Zahlung zu registrieren.
9. System nach einem oder mehreren der Ansprüche 1 bis 8,
dadurch gekennzeichnet, daß
zum Unterbrechen des Parkvorgangs, bevor die maximale Parkzeit entsprechend dem angenommenen
Wert oder der ausgewählten Parkzeitspanne verstrichen ist, eine vorbestimmte Parkunterbrechungswahl,
z.B. R0, von dem Endgerät gesendet wird.

stationnement à l'aide d'un poste terminal d'un réseau téléphonique et pour contrôler
le stationnement, dans lequel:
- le poste terminal téléphonique utilisé pour effectuer le paiement d'un stationnement
comprend soit un poste mobile signalant au réseau de communication mobile (MCN) un
identifiant d'utilisateur qui est sélectionné dans le groupe constitué par le numéro
d'abonné A et le code d'identification de l'abonné A et du poste mobile de l'abonné
A, constituant l'identité d'abonné A, soit un poste terminal téléphonique capable
d'émettre en signalisation multifréquence à bitonalité (DTMF), qui peut transmettre
au réseau téléphonique (PSTN, MCN), à titre d'identifiant d'utilisateur, un code secret
composant l'identité d'abonné A ou faisant partie de celle-ci ;
- un transmetteur de services (réseau intelligent (IN) ou système de réponse vocale
interactif (APJ)) est commuté au réseau téléphonique (PSTN, MCN), le transmetteur
ayant ou étant relié à une base de données (DB, SDF), fonctionnant comme un terminal
de télépaiement virtuel et enregistrant les taxes de stationnement communiquées par
les utilisateurs dans les registres (ASR) d'abonnés A de la base de données en fonction
de l'identité de l'abonné; et charactérisé en ce que
- le véhicule de l'utilisateur comprend des moyens d'identification montrant l'état
de fonctionnement du système, les moyens étant sélectionnés dans le groupe constitué
par un autocollant d'identification, un signe, un autocollant à code à barres ou des
moyens de mémorisation auxiliaires lisibles à distance et invisibles à l'oeil nu,
grâce auxquelles l'utilisateur peut exécuter le paiement de la taxe de stationnement
au guichet de paiement automatique de l'aire de stationnement et le surveillant de
l'aire de stationnement peut effectuer, à partir de la base de données (DB, SDF),
un contrôle de la certification du paiement du stationnement, associée au véhicule.
2. Système de paiement et de contrôle de stationnement selon la revendication 1, charactérisé
en ce qu'il est prêt à servir après la création des transmetteurs de services (réseau
intelligent (IN) ou système de réponse vocale interactif (APJ)), du registre d'abonnés
A et de sa clé de contrôle des certifications de paiement et/ou des paiements.
3. Système de paiement et de contrôle de stationnement selon la revendication 1 ou 2,
charactérisé en ce que, dans ce système de stationnement, l'utilisateur compose une
sélection prédéterminée envoyée au central de réseau (PTX ou MSC), l'utilisateur étant
identifié automatiquement par le réseau téléphonique ou s'identifiant lui-même en
donnant un code secret , s'il y est invité.
4. Système de paiement et de contrôle de stationnement selon une ou plusieurs des revendications
1, 2 et 3, caractérisé en ce qu'un système de communication assure la signalisation associée à la connexion, qui comprend
en la connexion entre le central périphérique intelligent (IP)/système de réponse
vocale interactif (APJ) et le central de réseau (PTX ou MSC), la signalisation assurée
étant de préférence de type connu en soi et conforme à la norme SS7, TUP, ISUP, TCP-IP,
X-400, X-500, X-25 ou à un protocole similaire.
5. Système de paiement et de contrôle de stationnement selon une ou plusieurs des revendications
1, 2, 3 et 4, caractérisé en ce que la sélection prédéterminée se compose soit d'une simple séquence de nombres, soit
de la même séquence de nombres placée entre des astérisques (*) et en ce que ladite séquence de nombres est divisée en sous-groupes numériques ayant des significations
appropriées pour transmettre des informations au système de paiement de stationnement.
6. Système de paiement et de contrôle de stationnement selon une ou plusieurs des revendications
1, 2, 3, 4 et 5,
caractérisé en ce que la sélection prédéterminée est divisée en sous-groupes numériques R, A, B, C et D,
où :
- R désigne le numéro de connexion ou d'identification du système de paiement de stationnement
et a une longueur de 3 à 5 chiffres, par exemple 153,
- A désigne le code de début/fin du stationnement et est de préférence égal à 1 ou
0,
- B désigne la code de la ville, de la commune, etc. proposant l'aire ou la place
de stationnement et a de préférence une longueur de 1 à 3 caractères, par exemple
01,
- C désigne le code de la classe tarifaire de l'aire de stationnement et a de préférence
une longueur de 1 à 2 caractères, donnée qu'il n'est pas nécessaire d'introduire si
l'aire ou la place de stationnement est la même partout, par exemple 1,
- D désigne la durée de stationnement et a de préférence une longueur de 1 à 2 caractères,
donnée qu'il n'est pas nécessaire d'introduire, étant entendu que tout omission de
saisie amènera le système de paiement de stationnement à considérer que le paiement
porte automatiquement sur la durée de stationnement maximale, mais la sélection de
1, 2, 3 ou 4 par exemple signifie respectivement une durée de stationnement de 1,
2, 3 ou 4 heures.
7. Système de paiement et de contrôle de stationnement selon une ou plusieurs des revendications
1 à 6, caractérisé en ce que la sélection prédéterminée s'effectue de préférence sous la forme *RABCD* ou RABCD,
étant entendu que la sélection *RABCD* est utilisée en relation avec l'architecture
à réseau intelligent (IN), qui a pour résultat une fonction d'activation à la place
d'un appel, et que le système de paiement de stationnement confirme l'enregistrement
du paiement par transmission d'un bref message au poste mobile de l'utilisateur, et
que la sélection RABCD est utilisée par l'architecture à système de réponse vocale
interactif (APJ), qui a pour résultat un appel, au cours duquel l'utilisateur communique
avec le système de paiement de stationnement et reçoit de celui-ci la confirmation
de l'enregistrement du paiement sous forme de message vocal pendant l'appel.
8. Système de paiement et de contrôle de stationnement selon une ou plusieurs des revendications
1 à 7, caractérisé en ce que le système de paiement de stationnement confirme avant l'enregistrement du paiement
que l'utilisateur est habilité à utiliser le système et, s'il n'en a pas le droit,
le système informe l'utilisateur, par un bref communiqué ou par un message vocal,
qu'il n'a pas été possible d'enregistrer le paiement.
9. Système de paiement et de contrôle de stationnement selon une ou plusieurs des revendications
1 à 8, caractérisé en ce que, pour interrompre le stationnement avant la durée de stationnement maximale, dans
la mesure où la somme estimée est épuisée ou la durée de stationnement sélectionnée
est écoulée, une sélection prédéterminée d'interruption de stationnement, par exemple
R0, sera envoyée par le poste terminal téléphonique.
