(57) A signal transmitted and received at an adaptive array base station (1000) is divided into a plurality of frames each including a control slot for a control channel and a plurality of communication slots for speech. Adaptive array base station (1000) includes a reception level sensing unit (50) for monitoring a signal level of a control slot from a peripheral base station, and a channel allocation computing unit (70) for allocating the control slot for information communication in response to a sensing result of reception level sensing unit (50) when a link channel is requested from a terminal device.
