(57) The present invention provides an external preparation which can improve a skin permeability of a hydrophilic medicine such as NSAID so that the medicine can act directly on a diseased area without passing through gastrointestinal tract or mucosa. The S/O type external preparation external preparation excellent in percutaneous absorbability of the present invention comprises a medicine-containing complex dissolved or dispersed in an oil phase, wherein the complex contains a hydrophilic medicine covered with a surfactant and is in a form of a solid.
