control unit 11 reads out the scan pattern data stored in the pattern storing unit
10, a variable length decoding unit 21 restores coefficient data from the supplied
encoded data, and an inverse scan processing unit 39 rearranges the restored coefficient
data according to the scan pattern data read out from the pattern storing unit 10.
