(57) A picture coding method for coding on picture-by-picture basis and generating a coded stream, coding a parameter set to be used for decoding all of a plurality of pictures included in an access unit being made up of the plurality of pictures, the parameter set, which is coded in the coding step, is placed in each access unit in the coded stream and before any of the pictures in the access unit in the coded stream.
