(57) This application discloses a secondary cell activation method and an apparatus, and relates to the communication field, so that a terminal device can report a channel state information measurement result in a secondary cell activation phase to a network device. The secondary cell activation method includes: A terminal device receives first indication information, where the first indication information is used to indicate an uplink resource for reporting a channel state information measurement result in a secondary cell activation phase; and the terminal device sends the channel state information measurement result to a network device based on the first indication information.
