A portion where the sliver curving section (51) is formed is referred to as a first end portion, and a portion (an end portion) located opposite to the sliver curving section 51 is referred to as a second end portion. A cutout (52) that has been cut out towards the first end portion is formed at the second end portion of the fiber control member (50).
